Summary:
There are approximately 3,100 counties and 16,000 cities in the United States that spend almost $10 billion a year to
maintain and improve a 3 million mile system of roads and streets.  This is a massive commitment of public funds to
maintain an enormous system of roads.  However, the growth in funding and size of this system is not as significant as
the increase in vehicular traffic, traffic speed, and size and weight of trucks traveling the system.  Good pavement
management programs are imperative if we are to meet our goal of effectively spending our public resources in the
maintenance and improvement of this system in the future.
