Summary:
The Florida legislature passed Senate Bill 1192 that directed the Florida DOT to expand, where feasible, its use of
recovered (waste) materials for highway construction.  Specifically, it directed that an investigation be conducted for the
use of ground tire rubber in asphalt concrete mixtures.  Demonstration projects were considered as an integral part of
this investigation.  Preliminary planning and acquisition of information was initiated in October 1988.  Personnel from the
University of Florida, Department of Civil Engineering, participated in this effort for the purpose 1) of providing any
special guidance or technical assistance, and 2) for documentation of information to be used in the preparation of
research reports as stipulated in the research proposal titled “The Utilization of Certain Waste By-Products for Highway
Application.”
As information was acquired on the properties and production requirements of asphalt rubber mixtures, the FDOT
proceeded to identify construction projects suitable for test pavement construction.  A total of four projects, two for open-
graded and two for dense-graded friction course mixtures, were to be established for evaluation of the constructability of
asphalt rubber mixtures.  It was intended that the first demonstration project utilizes mixtures conforming to FDOT
aggregate blend specifications for the open-graded friction course.  However, before a suitable project could be found, it
was decided to proceed with the construction of a dense-graded friction course project in the city of Gainsville.  This
project offered the advantages of being in close proximity to the testing facilities of the FDOT Materials Office and it was
scheduled for construction in March 1989 which would provide an early start in the evaluation of asphalt rubber
mixtures.  The experience to be gained from this project would be beneficial in the planning of subsequent
demonstration projects.
