Summary:
The 114th Legislation enacted P.L. 1989 Chapter 585, “An Act to Promote Reduction, Recycling and Integrated
Management of Solid Waste and Sound Environmental Regulation.”  This act was in recognition of the importance of
controlling the rapidly increasing solid waste problem in Maine.  As part of this act the DOT was directed to undertake a
study on the use of recycled materials in highway construction in an attempt to reduce the state’s 1,375,646 tons of
municipal solid waste.
